yeah, it tells the kernel to stay only in the RAM and not in the page file... it's true that it needs 512 mb ram or above but for windows 7, it certainly improve performance on normal task such as browsing and etc , but when gaming, for having a 1gb ram, my system access HD frequently and making performance worst, i do recommend the tweak for users with 1.5 gb and above...
