Sorry for late reply. Kurt, if your frames are dipping below 30 then the console command won't work. But anyways you have to enable console from the options.
After enabling console from options, use '~' key on the keyboard to bring down the console. Type, com_maxfps 60 [or anyother desired value] There could be number of problems, you just have to figure out what has changed since your last normal gameplay.
