[ 9xx Soldiers sans frontiers ] Counter-Strike Source WTF?

I'm using Win7 modded drivers, yet still CSS runs at terrible FPS,
when I had Vista it ran great but now even with all settings on low,
it's complete crap. Would addgame.reg help in this situation?
