All the halo games use a custom in house propietry game engine, they would have designed a newer version for 360. However on the same note didn't call of duty 2 and 3 come out on both Xbox original and 360? And if I'm correct COD3 came out for both consoles on the same day so it may be possible to use the same game engine on both consoles. Oh yeah also halo 3 was Pre-Alpha when it was being tested on Xbox, not Pre-Beta.
