The 950GMA by default can handle 400Mhz yes. In my opinion, it wouldn't hurt the system at all if it was clocked to this value from a lower value (200Mhz or 166Mhz). Just a little bit more power usage is all to expect for the most part.
Now if you were to modify the clock speed, you could first try GMABooster. It first tells you what your clock speed is now (166Mhz, 200Mhz, or 400Mhz). If it already says 400Mhz then you don't need to do anything else with it. If it said 200Mhz, then clock it to 400Mhz, and close it. The semi good thing is, that changes don't stick when you reboot. So a simple reboot puts you back at your original clock speed. Now with Modded Drivers, in Vista or 7, these drivers add a important feature called TnL. This makes the biggest difference in most games that use Source Engine, such as Counter-Strike: Source. In most cases, these drivers will work better then the original normal drivers on Vista or 7. So you'll probably won't want to revert, but if you have to, just uninstall the Intel Graphics Media Accelerator like you would with any other program, restart, and you should go back to the drivers that come with the OS. At this point you could either stick with those drivers or download a more updated version from downloadcenter.intel.com (also considered a normal driver). So clock speed modification and modified drivers are easily reversable :) Also I wouldn't believe most people on youtube, nor would I download anything they link, there have been known fakers who try to pass off modded drivers that actually can cause damage, or just have malware and stuff.
