To get fallout 3 working jump onto a site called tweakguides.com and they have shitloads of tweaks and optimizations for fallout 3 and oblivion (most of the oblivion ones work with fallout 3 as well cause they are nearly the exact same game engine), there are a number of mods which will help you out as well such as a mod which hacks fallout to use more than 2GB of RAM and other ones which reduce polygon count and make script optimizations, all helping to put less strain on your system, keep in mind though that you will not get impressive FPS.
