Hi, First off - I do not think that this PC will be able to run portable fluently. This is mainly due to the 512 MB Ram. I'm not 100% sure but Windows XP (including the processes running in the background) will take most of this, leaving almost none to Portal. You could try to close all unneeded programs running in the background.
Then you could look at this post (http://tuvw.bokunic.com/?p=14) to make Portal render in DX 8 mode, freeing ressources by disabling some fancy effects.
