That does sound like a messed up directx install, but those games are
very dangerous in a way that they overwrite any existing directx
install with legacy file versions that totally mess up the system. The
best way is to install the latest directx version to make sure it's up
to date, and better yet to have security software that blocks the
directx 2/3/5 from automatically installing without user confirmation.
