I tried using AMD GPU clock tool but to no avail, heres the strange
thing though:

- It would show my clock speed as 124Mhz until I reselected my
graphics card from the list, then it would show 495Mhz
- I can OC it to any value I want, press set clock, but when I read
clock info, it shows 124Mhz
- If I reselect it in the list yet again, it will show whatever value
I set it at
- Catalyst Control Center showed me at my default clock (500Mhz)
- AMD OverDrive showed my GPU clock speed at whatever value I set it at
- GPU-Z showed my clock speed at whatever I set it to, and increased
my pixel fill rate by far
- WEI showed no improvement, nor did any game

In other words, GPU-Z and AMD OverDrive can be decieving....

Now back to the voltage, have you tried AMD OverDrive? Maybe your
voltage is locked via OEM or BIOS.

As for driver updates, you could always force it. Heres how I do it on
my Compaq on XP:
1. Download the latest Catalyst Desktop drivers (10.8 in this case)
2. Install it (you'll notice it won't show ATI Display Driver nor
Catalyst Control Center in the list)
3. Manually install your graphics driver via Device Manager (use the
inf from the C:\ATI\Support\Driver\W7INF or whatever your OS is
folder)
4. Go into C:\ATI\Support\Programs\CCC folder in explorer
5. Install everything in that folder (except utility64 unless your on x64 OS)
6. Reboot (not required, but nice to do anyway after all that)
7. Profit

Like I said this works fine on my Compaq 515 on Xp because ATI doesn't
have universal Mobility drivers on XP. But since I'm with HP, their
mobility package works fine on Windows Vista/7
