You're on the right spot. Right below refresh rate should be an item called "monitor/screen expansion" with a button underneat with scaling options. About your hdtv being considered a generic pnp monitor, it was only an issue with windows xp and earlier OSes. Despite you having that driver version, you should still install the latest drivers from intel, which are indeed 1930, but there might be some missing entry or something, that would be fixed by installing them again.
