Maybe turning off the lightning or setting it to minimum will help in the flickering problem? It has been quite a nasty problem in both Halo and Freelancer, but thankfully, it can be solved.
And yeah, It should run quite nice on even a 2.4 gHz Pentium 4 HT, like mine, and upgrading your RAM from 1 Gig to 2 Gig is a huge improvement in case of the Sims games.
