Tweaking the game itself is almost always going to be the best possible option.
Have you tried the opengl settings? Or starting with swtnl active? You should be able to run DoTA at a framerate you can't really notice improvement in on there. :s My friend's 1ghz w/ a Intel 845 is running the game fairly smoothly, or at least WC3.
