No, it is most certainly not. The 9xxSSF recommended tool is IGRM.
About 3DA, many previous versions run on Windows 7, including 2.34 and 2.36. So far, it seems that 2.37b is an unnoficial version with the same features. If for certain specific cases it is used, I'd recommend on using 2.36.
