Yes, it would be even better if it would just call 'sudo apt install libssl1.0-dev' and brought you a coffee in the meantime...
It is no rocket science to check the config tests logs when something is not going the way you would expect. I would rather say - that is the standard procedure in such case and it would take you like 5 minutes to deal with the issue. A lot less than this discussion on mailing list.
