The unix variant should work on Mac as well and pretty much on any 
Linux/Unix based system. It simply reads the "TZ" environment variable.

Windows stores the current time zone somewhere deep in the Registry. Those 
tables that translate Windows time zone names into proper names are all over 
the web.
