I guess this should be possible using the EnvironmentVariableOperation. 
The path to modify would be 
"HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\Session 
Manager\Environment" using the "Path" key.

We have several operations to patch Qt binaries.

Should be possible as well.
