The online installer doesn't actually work because it will try and download the mirror list from the master, which is offline.
One can use https://github.com/miurahr/aqtinstall instead, which allows to manually specify the mirror, e.g.
python -m aqt --base https://ftp.fau.de/qtproject/ --outputdir /opt/qt/ 5.15.2 linux desktop
