Description
To ease replacement of the removed INetURLObject::RelToAbs,
INetURLObject::GetAbsURL is a new, simpler alternative to
INetURLObject::GetNewAbsURL. Also, GetAbsURL preserves all the
strange, backwards-compatibility features of RelToAbs (of which
probably nobody knows whether or not they are still useful today...).
