In UNO bootstrap variable expansion, "${.override:file:key}" (with
variable file and key parts), after expanding file and key values,
looks up key in ini-file file with a modified search order: It first
looks for a key=value line in the given file, and only if there is
none uses the standard search order (predefined
_OS/_ARCH/_CPPU_ENV/ORIGIN, rtl_bootstrap_set, command line,
environment variables, predefined SYSUSERCONFIG/SYSUSERHOME/SYSBINDIR,
application ini-file, specified ini-file (elided), URE_BOOTSTRAP
ini-file).
