Configure no longer respects --with-use-shell (which can still be
provided, however, but is now ignored, as is standard configure
behavior for unknown options). USE_SHELL environment variable is
gone. dmake now always uses bash for shell execution.
Some makefile variables that have become unused have been removed
(SCRIPTEXT, TAR_EXCLUDES, TAR_EXCLUDE_SWITCH).
