It should work to add a new device as the Appletalk name (not address) of the AFP server on the Windows machine. InterMapper will periodically try to resolve the name, and I expect it would fail under the same conditions as exist when the server and printers drop from the Chooser/Connect To Server window. Note that it may take some time for this to happen, as the frequency of this check is determined by the "Minimum interval between checking DNS" setting in the DNS Monitor preference, for which two minutes is the minimum interval.
