The percent of available bandwidth must by definition reference a bandwidth
value as used over a bandwidth potential, why not represent the bandwidth
without turning in into a percentage? Simply use the denominator as the
vertical axis?

Ahhh. I see - the utilization is, by definition, a percentage. 

Would it be possible to use the transmit data rate (or receive data rate)
instead of the link utilization? Thanks.
