The notifiers window has the message type (email, pager, etc.) and the message itself. While the attach notifications window has the device states and delay/repeat/count.
The problem comes when you have a lot of devices with different sets of notifiers, and notifier properties - we can call this different classes of notification. If you have to change something you need to select all the devices of the same class by hand, then go to the attach notifiers window to modify the properties.
What I'd like to be able to do is have all the properties attached to the notifier. So I can have a notifier called "Core - Pager" that pages every five minutes until the device is up, while I have another notifier called "Customer - Pager" that only pages once when the device goes down. This way any change to the notifier affects all the devices using the notifier.
Even better would be the ability to group a bunch of the notifiers into a notifier set. Often a device will have multiple notifiers set, one pages people, another emails people, and a third processes traps. So having a set called "Core Devices" that contained three notifiers with their individual properties, and then being able to just assign the set to devices, would be ideal.
