It should be 99.9999% error.
Percent Err = errors/(errors + pkts)
Where:
errors = 4294967292 + 0 = 4294967292
pkts = 1200 + .118*3*300 = 1306
So, Percent Err = 4294967292/(4294967292 + 1306) = 0.999999
There's an integer overflow bug in the calculation of the denominator, driven
by the high discard delta:
4294967292 discards = 2^32 - 4
