Ummm.... --root and --instdir don't do what you think they do.  Those
are for use with a chroot environment, and the only thing it saves you
from is having to put dpkg inside your chroot along with all the other
stuff you need to make a chroot work.  The installed package will then
be able to run only from inside that chroot, as the paths inside the
package will not be altered.

dpkg does not support relocating packages, and the core dpkg developers
have been opposed to adding such support for over a decade, FWIW.
