InterMapper distinguishes between timeout and round-trip time (RTT). If you take the "timeout" to 9 seconds, that does *not* affect the "round-trip time" threshold. This is an important and often confusing distinction. From what you've written, I'm not sure that you changed the "round-trip time" threshold.
