I would solve this by escalating over a notification list with a delay. Then you will receive a mail when power is not restored within 1-2 minutes.

Then you don´t have to do special programming on a probe.

Another idea - if you want to programm something - it would be usefull to monitor the batttery level to switch from alarm to critical by setting the level of battery to somthing like 95%.
