Yeah, that's a pretty big caveat.  I want to monitor power at each of my
100 sites so I can tell if we have an outage over the weekend that may
cause our kitchen freezer's to fail.  All my network gear is on UPS and
some sites even have generators so I can't use my equipment as an
indicator... Freezers might be in power failure and my gear is on
generator.  So that's why I'm looking for a simple (i.e. cheap) power
monitor.

What kind of power monitoring are you looking for?  I don't know of
anything that plugs in to a wall, but there's plenty of power
distribution equipment that speaks SNMP natively (Most decent
datacenter-class UPS systems, also Server Technology makes "Smart CDUs"
that can provide fairly detailed data, down to per-outlet draw if I
remember correctly).

The caveat of course being that all of that stuff is pretty expensive.
