I've played with this but haven't really committed to making it work
-- My implementation is definitely in the "little pieces scattered on
the floor" stage and it's just a toy project.
If your phone (& systems) support the SIP "MESSAGE" command you can
implement text messages via a command-line notifier using sipsak (http://sipsak.org/
).
Voice notifiers (which are what I'm trying to get going) are more
difficult since you need to establish SIP and RTP sessions to send the
audio, and I'm not enough of a VOIP wizard to get that going just
yet :-/
