One oddity is that one of the servers does respond once, and only once per
reboot, just enough to clear the ack.
If increasing the timeout doesn't fix it (try 120 seconds), then please
enable detailed logging for "Command Line Probes & Notifiers", filtered
on the IP address of one of the servers that doesn't respond, as per the
instructions here:
