The new start page is modeled on MS Office templates.  The goal is to provide a 
starting-point for common tasks with an absolute minimum of configuration; 
hence filters being available only later.

In your case it sounds like this is really a performance issue; if the report 
didn't take so long to come up, then adding the filter later wouldn't be a 
problem.  I guess what I'd say is this:

1. It doesn't help you right now, but we are moving towards having all the 
drop-downs populate on-demand, or in the background, rather than up-front.  At 
least one such change will be present in 5.6, with others following later.

2. If you aren't already, try using Chrome or a very recent version of Firefox. 
 Especially if you're on IE8 or earlier, a significant portion of the wait time 
comes from waiting on IE, not Reports itself.

3. Set up everything except the filters, then let it sit in a separate tab in 
the background while you do other stuff.  Once it does come up, add the filter 
and then save the report.  You can then load the saved report by clicking the 
'saved reports' button at the bottom of the splash screen, eliminating at least 
some of the stuff that it needs to load up-front.

I am a little surprised that performance is so poor, though.  I don't remember 
whether you've already provided this info in any support tickets, but how many 
devices & interfaces are you monitoring?
