This is due to the fact that we have not updated release manager docs. We are just discussing internally how to best fix this. Effectively the real feature freeze now happens with RC1 release on Sep 25 2025. The beta1 release is just a deadline for all RFC's that target PHP 8.5 to be decided (voting needs to end before this time).
