Since this is still a beta why not just skip that one version. 2.5.4 is included with some of the major distros so for now why not just limit the collateral damage this will cause by not requiring the latest version. Probably reduce the amount of questions of how to get and install libxml as well. By the time php 5 gets to a release, 2.5.9 and higher will most likely be more common and it could be revisited then if need be.
