See the 'new' NEWS style in HEAD. I've put some effort into making that damn file more readable & usable for users.
It could be made better, of course. :)
It's much nicer indeed. But it seems people forget to write into the NEWS file. There have been quite a lot of commits since beta 2 and no entries :)
