I think a good fix would be Jays changes. +1 for commiting. I told him 3/4 of a year ago to put $ and ^ around the regexes (I tested that on my server) and so I think he can commit it.

If you make it a pecl extension it won't be available to a lot of people, so I think it's not a good idea to do so.
