as a simple optimization, can we disallow requests with a single-word reason from ever reaching the account request system?
Likewise, we can also do the same for the requests containing the word "learn".
What about: "I'd like to contribute to the xyz system. I could also contribute to abc system, but I'll have to learn it before"
I like your idea, but I can't see how we could do it. Perhaps disallowing requests with fewer than 5 words would be a good start.
