Seems to be some problem with using ZEND_MM in MT servers. I checked on Apache and this behavior doesn't exist.
In any case, on windows we have and use a native Win32 per-thread pool so there's no reason to use ZEND_MM.
I commited a patch

np. but as i said before, i've got the latest already, BEFORE i startet
this discussion :). Nevertheless i once more took the VERY latest
(php5-win32-200406011430) but memleak is still there.
