* clarified that approved charters grant autonomy to operate
within the scope of the charter without separate RFCs

* specified that working group policies should be documented

its charter

There have been very few comments on this RFC, which makes it hard to
gauge interest. I'd like to keep the discussion open a little longer
before I open it for a vote (or withdraw it), so this is a gentle
