[PHP-DEV] 4.3.10RC2 Released

The 4.3.10RC2 was just released. Hopefully it will be the last release 
candidate before the final release that will happen within one week if 
the RC proves to be stable. This is the last chance to resolve any 
critical bugs before 4.3.10, if you are of aware of any such issues now 
is the time to mention them.

P.S. At this point I would like to ask all developers to refrain from 
making commits to the 4.3 branch unless the patch fixes a bug introduced 
by 4.3.10 or addresses a security issue.
