Not only DB, but HTTP, Mail, XML_Parser, Net_Socket, Net_SMTP were all
dropped from the tarball. Was this a deliberate change? Will future
releases continue to not include these PEAR packages?


Yes. To understand the decision, it is best to read the pear-dev and pear-core archives.

Downloading and installing these packages is simple, and keeping them up to date was proving to be impossible. It was introducing potential security risks as well (older versions may not contain critical fixes)
