Yes, but that is restricted to one server installations.
I need such a 'global session' that is available with multiple
front-end servers..ie. using DB as session storage.
ext/session has the framework for doing this. I concur with your
original idea of augmenting it to provide those services. Perhaps
a new autoglobal $_GLOBAL_SESSION[]. Thoughts?

Why shouldn't this be implicit (and bound to a userid under safe
mode). i.e. what's the point of having an application id?
