I think this is a minor issue in any case, but consider this. Most of the people who will upgrade from PHP 5 to 6 will not touch unicode_semantics switch and it will default to Off. And then all of a sudden they are getting messages about "binary string". I think that is more confusing.. Especially after we've gone to pains to make sure that PHP keeps working as before when the switch is off.
