Because unicode _IS_ such a big thing, it is REALLY important to get clear
direction and documentation on best practises on how to configure and use
the new features.

Education is by far a better solution to get new features adopted.

I would prefer there to be no option for PHP6 with regard to unicode. PHP6
is the unicode version of PHP. If you want a non-unicode, then stick with
PHP5.

Maybe this _IS_ to severe, in which case announce that in PHP7, unicode is
non-optional and see what issues we have with making it optional for PHP6.
It may be that making unicode optional will be no hassle and we can allow it
on a perdir basis.
