Your wiki (and your presentation) are the only two sources of this
make-ctype-deprecated rumour I could ever find. The pages you link to
from your wiki (including the Paris meeting minutes) do not mention
ctype at all.
So I'd still like to see a "core developer X states at [Y] that ctype
will be deprecated".
You are right, it was not in Paris. I ran a query on the wiki history
and found it was added by Marcus Boerger in May 2006:

Maybe the decision making process can be found inside the Zend
weeklies or the internals mailinglist around that time frame.

Unfortunately, cannot find any trace of decision making process either
in the list or the weekly summaries. In fact, the only mention of ctype
in summaries [1] lists it among the extensions that are ready for Unicode.
That's a bit strange, since deprecating the extension that is currently
enabled by default is a pretty major change. I think getting the
relevant info out of Marcus and / or Andrei is in order...
