Hello, encoding conversion engine of mbstring is implemented in libmbfl library, which is developped in sourceforge.jp as php-i18n.
http://sourceforge.jp/projects/php-i18n/ Adding new encodings is widely accepted. If you have a patch to add a new encoding please send me. I will commit the patch into libmbl and mbstring after simple inspection.
