In the ini files the arg_separator's are detailed as ...

; The separator used in PHP generated URLs to separate arguments.
; PHP's default setting is "&".

; List of separator(s) used by PHP to parse input URLs into variables.
; PHP's default setting is "&".
; NOTE: Every character in this directive is considered as separator!

; Example:

Why are the defaults in PHP not the same as the defaults for the INI
files, considering both php.ini-development and php.ini-production
both agree on the alternative setting?
