monitoring and deployment, etc.

It may be possible to make PHP source compile into JVM bytecode. However, if you want Java frameworks, you'd probably have to code along the guidelines that are expected from Java programmers, at which point I'm not sure how useful it would be to code it in PHP. If you want to just call out to Java libraries, there are multiple ways of interfacing (webservices, java bridges, etc.) but more tight integration may not actually be beneficial. That being said - if somebody does it, all power to them, we'll see what comes out of it :)
