to my understanding: in retrospective the utf-16 wasn't the best idea, it caused more conversion that it seemed necessary beforehand, and many of the core devs lacked the vison and/or the technical knowledge about the unicode stuff, the adoption of the support for unicode strings was much slower than expected.
