I think you just described the same stuff as I did using a slightly
different terminology.

I.e. the payee's bank plays a merchant.  Or Money-in-only-merchant
as I call it.  I.e. the merchant charges [customer-specified] amounts of
money but does not give the customer anything in return.
Sounds like robbery :-).

Regarding details, The idea to put payee account association in the
URL is a very good one as it limits the amount of information that a
payer must have to a single item!  Right on.  Checksums recommended.

Answer is a definite yes.  Here is a scenario possibly attractive to all
parties with the exception of wire-transfer folks:

In this P2P payment scenario payer's bank playing the role of the
merchant, so banks offer 3D-Secure service in association with checking
accounts.

To receive payment from someone, you must have a checking account at a
bank that offers a checking account with "3D-Secure Service".  When
payee open such an account, the payee receives a URL specific to your
account that points to the bank's website.  Payee can display the URL
somewhere or e-mail it to payers.

Payer uses the URL to go to the bank's 3D-Secure transaction web site
and start the 3D-Secure transaction as usual.  Everyone except
wire-transfer folks takes a cut and its done instantly (relative to
wire-transfer service).

This can be done NOW by any bank that decide to offer this service as
either an incentive service or a fee-based service.  You don't need
PayPal or BayPal to do this.
