Don, I think you just described the same stuff as I did using a slightly different terminology.
I.e. the payee's bank plays a merchant. Or Money-in-only-merchant as I call it. I.e. the merchant charges [customer-specified] amounts of money but does not give the customer anything in return. Sounds like robbery :-). Regarding details, The idea to put payee account association in the URL is a very good one as it limits the amount of information that a payer must have to a single item!
