The following is my guess, John.  I am not a lawyer, I just play one at condo 
association board meetings.  
 
The BBC World News channel is not available to cable or satellite TV providers 
in the USA because it would compete with BBC America, a money-making network 
operated by Discovery Communications who also own the Discovery 
Channel.  There  is probably an exclusivity clause in that contract.  World 
News is available from 6 to 8 AM Eastern time in the USA via BBC America which 
now has an HD version which our local Comcast provider has recently added.
